Immortal Lu Wu is from the Immortal Emperor’s faction. His duties are distinct from most Golden Immortals. The Ba are one of his tools for monitoring. They randomly collide with the world, not caring which Immortal is responsible for certain regions, they simply strike.
If the world hasn’t given birth to a Heavenly Dao protoform, then that world is to be destroyed. If a protoform indeed emerges, it’s reported back to him.
Of course, the Ba wouldn’t survive. At the end of the grand cleansing, when the Ba cease to serve their purpose, they can simply be annihilated.
